The Failure of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The sequence of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are waged: positive announcements are released from various governments. Immense energy is expended on managing specific proposals. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by timely intelligence. From observation points, military aircraft that had been scrambled to counter approaching cruise missiles streaked across the sky – advanced fighter aircraft delivered to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons activated: multiple launches targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through partner states. Every launch jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes grim resignation: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and another blackout.

Ongoing Risks

Not long after, a large-caliber weapon opened up on a drone close by, part of a defensive team – probably Western-made equipment. Regrettably, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

Intermittently, this carried on until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and utility failures in multiple buildings as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on Western support – a reliance that regional partners are evidently unprepared to substitute in the near term.

Ineffective Peace Efforts

The 28-point plan from American leadership provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new proposal from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This trend will, undoubtedly, endure.

Political Considerations

It is easy to blame particular leaders of consistently pushing Russian terms. But that does not seem to be the whole story. Washington works based on a assumption well known to international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The US administration presumes that it is impossible to force Russia to relinquish the land that it currently occupies in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does minimal to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its benefit in the coming year.

Divergent Views

Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to sign a deal that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's government remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing lives and land but preventing a total frontline collapse until situations evolve in its advantage.

Present Conditions

Factually, there are no genuine requirements for a armistice. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unsuitable, so that their focus does not shift toward internal issues. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.

These two forces are driving the talks.

Assessment and Future

It took a only one week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
